Comments: There's still disagreement

Mmmmm... whoever is responsible needs to get the official fully editted document out asap.

I can still only find drafts of the plan of implementation. The longer they take to put out a definitive document the more likely it is that this sort of insidious watering down/spin will become established via the back door...
