[NEWS AND VIEWS] « In philosophical mood, | Home | And the winner » December 10, 2003Rules of the game. The opening session is over - and so begins the first plenary session, where government representatives have 5 minutes to have their say.On their screens they have a succession of coloured lights to let them know when their time is up.
